Capacity of the Armed Forces of Ukraine depends on the Competent Army Leaders V.Lytvyn

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made the above-mentioned statement, visiting the museum of strategic missile troops (Kirovohrad region).

"The army leaders shall be competent, not political", - V.Lytvyn stated. He believes that Ukrainian army shall be headed by "the patriots of their work who do not consider the Ministry of Defence as a milking cow".

Adequate funding of the army is the second important aspect in the development of the Armed Forces. "The third aspect is public understanding and recognition of people who guard the independence of the country; restoration of prestige and authority of military servicemen and their family members", - V.Lytvyn stated.

It is the first time that V.Lytvyn visited the museum of strategic missile troops, and he was impressed even by a brief review of the exhibition. "The notion about the strategic troops has obviously been simplified", - the Chairman of The Verkhovna Rada of Ukraine stated. "Ukrainian politicians must be taken to this museum to make the conclusions how one shall not destroy the pride of the whole country that guaranteed international respect for our country".

V.Lytvyn stated that Ukraine had signed the Budapest Memorandum in 1994, having refused from the third largest nuclear potential in the world. "Ukraine has actually exchanged its security for a paper, as it has later revealed that this document is of political declarative character".

V.Lytvyn deems necessary to change the status of the Budapest Memorandum into a political legal document, obligatory for all the signatories.
